With regard to the question of responsibility, I do

not know what instructions were given to Mr. Orme in connection with the collection of Crown Kent in the new territory. Apart from this there is no doubt that Financial instructions No.8 (1,11,iv,v) have not been carried out, and i therefore consider that the Trea- surer should be held responsible.
